Five Reasons To See 'Mirror Mirror'

CHICAGO (AP) ? Across the country, Americans plunked down an estimated $1.5 billion on the longest of long shots: an infinitesimally small chance to win what could end up being the single biggest lottery payout the world has ever seen.
The numbers drawn Friday night in Atlanta were 2-4-23-38-46, Mega Ball 23. Lottery officials expected to release details about possible winners a couple of hours after the 11 p.m. Eastern drawing.
Forget about how the $640 million Mega Millions jackpot could change the life of the winner. It's a collective wager that could fund a presidential campaign several times over, make a dent in struggling state budgets or take away the gas worries and grocery bills for thousands of middle-class citizens.
And it's a cheap investment for the chance of a big reward, no matter how long the odds ? 1 in 176 million.
"Twenty to thirty dollars won't hurt," said Elvira Bakken of Las Vegas. "I think it just gives us a chance of maybe winning our dream."
So what exactly would happen if the country spent that $1.5 billion on something other than a distant dream?
For starters, it could cure the everyday worries of hundreds of thousands of American families hit by the Great Recession. It costs an average of $6,129 to feed the typical family for a year ? meaning the cash spent on tickets could fill up the plates of 238,000 households.
As gas prices climb faster than stations can change the numbers on the signs, the money spent on tickets could fill the tanks of 685,000 households annually.
Or it could play politics. So far in this campaign, Republicans and President Barack Obama have spent $348.5 million. The amount spent on Mega Millions tickets could cover that tab four times over.
Could the money dig governments out of debt? That's a problem that even staggering ticket sales can't solve. It could trim this year's expected $1.3 trillion federal deficit by just over a tenth of 1 percent. In Illinois, the money would disappear just as fast into that state's $8 billion deficit.
On a personal level, that much money staggers. Giving $1.46 billion to a broker could purchase 2.4 million shares of Apple stock. (It would also be enough to buy about 2.4 million iPads at the starting price of $499. That's almost as many as the 3 million new iPads that Apple has already sold.)
Or consider the whimsical: A family of up to 12 could live for more than a century at Musha Cay, magician David Copperfield's $37,000-a-night private island resort in the Exuma Cays of the Caribbean.
For a more celestial vacation, the nearly $1.5 billion wagered could purchase about 7,300 tourist tickets for a ride into space aboard Virgin Galactic's SpaceShipTwo. And it would pay for 26 rides for U.S. astronauts to the International Space Station aboard the Russian Soyuz spacecraft.
It would even buy a stake in pop culture. Want to influence the next winner of American Idol? If it costs a quarter to text in a vote to Ryan Seacrest, and it takes 122 million votes to win as it did last season, the money could control the outcome of the next 47 seasons.
For the states that participate, the money spent on lotto tickets is hardly a waste. It doesn't all end up as the winner's personal fortune ? much of it is used by states to fund education and other social service programs, which is why advocates promote the lottery.
Though the specifics vary among the 42 participating states and the District of Columbia, only about half of ticket sales go into the actual jackpot. Another 35 percent goes to support government services and programs, while the rest funds lottery operating costs.
On Friday, the lottery estimated that total ticket sales for this jackpot, which has been building up since Jan. 28, will be about $1.46 billion, said Kelly Cripe, a spokeswoman for the Texas Lottery Commission.
You're about 20,000 times more likely to die in a car crash than win the lottery, but that doesn't matter to most people.
"Part of it is hope. ... The average person basically has no chance of making it really big, and buying a lottery ticket is a way of raising the ceiling on what could possibly happen to you, however unlikely it may be," said George Loewenstein, a professor of economics and psychology at Carnegie Mellon University who has studied how rich and poor consumers make a choice to buy lottery tickets.
The odds are much better that someone will begin their weekend a winner. Aaron Abrams, a mathematician at Emory University, said he calculated that there was only a 6 percent chance that no one would hold the winning numbers.
"Every time the jackpot gets higher, more and more people buy tickets, which makes it more and more likely that someone will win," Abrams said. "So the chance that it rolls over this many times in a row is very small. It's quite a rare event."
The estimated jackpot dwarfs the previous $390 million record, which was split in 2007 by two winners who bought tickets in Georgia and New Jersey.
The rarity of Friday's jackpot was fueling the fervor. Lines formed at grocery stores, gas stations, liquor stops and other venues across the country.
In Arizona, a caf? worker reported selling $2,600 worth of tickets to one buyer. In Indiana, hundreds lined up for a giveaway of free tickets. Hundreds from Utah and Las Vegas streamed in to neighboring California or Arizona to buy tickets because their states don't participate.
Accountant Ray Lousteau, who bought 55 Mega Millions tickets Friday in New Orleans, knows buying that many tickets doesn't mathematically increase his odds, and that his $55 could have gone elsewhere. He spent it anyway.
"Mathematically, it doesn't make a difference, and intellectually we know that. But for some reason buying more tickets makes you feel more lucky," Lousteau said. "Even people who know better are apt to feel that way."
In Chicago, Peter Muiznieks bought a ticket at a liquor store. He knows his chance of winning is a long shot, and that the money the country is spending on tickets could go elsewhere. He still couldn't help himself, and laughed as the apparent contradiction of his opinion and his actions.
"Lottery and games of chance are a stupidity tax and the more we all buy into this, the less rational we are as a society," he said.

One Woman's Quest to Recycle Homes, Build Green House People ...

This is Nancy Welsh?s math of urban renewal: She has subtracted 11 million pounds of construction debris from landfills. She has added 175 homes and 250 rental units to the affordable housing stock. She has employed some 200 at-risk youth or ex-offenders who?d have a hard time finding jobs.
Welsh is the founder of Builders of Hope, created in 2006 to solve Raleigh?s housing problem. The non-profit recycles houses slated for demolition, making it possible for lower-income families to step into homeownership. It also develops affordable rental housing in multi-unit buildings and is building what it calls Heros Village to help solve the housing and homelessness of returning vets. Even better, Builders of Hope retrofits these structures with the latest in environmental and sustainable technologies.
Decrying what she sees as a tear-down epidemic, Welsh says, ?Single family housing is one of this country?s greatest assets. Environmentally it?s one of the worst things to just tear them all down. What we do is the best way to get people back into affordable houses.? Builders of Hope wants to help the millions of Americans who have been foreclosed or affected by the housing crisis. Fluently, Welsh riffs statistics: 70% of the workforce makes below the median income, and approximately 250,000 houses are destroyed every year.
We have more people in the country without permanent housing [than ever before] in our history and we have more abandoned houses than any time in our history. This is a way that we can start rebuilding America ? starting with rebuilding these houses.? And she?s doing it one derelict house at a time. So far, Builders of Hope has recycled properties in New Orleans, North Carolina, Dallas, and Fort Worth. The idea is spreading; municipalities such as Detroit and Cleveland have asked for advice on dealing with their boarded up vacant homes. The real estate crash has discounted the housing stock, making it affordable so BOH can keep prices low. Still, greed persists. As she says, ?Everyone wants to make millions of dollars.
A former ad and Coca-Cola executive, Welsh started Builders of Hope after her father?s death. This mother of four was inspired after learning through local volunteer work that local firefighters, nurses, teachers and police couldn?t afford to live in the cities whose taxpayers they protected and nurtured.
With her inheritance, Welsh bought land, created 24 lots, acquired houses slated for demolition, moved them to the site and renovated them. ?I learned from the ground up, I own my own Bobcat, which meant the kids wanted their birthday parties on the jobsites.? Indeed, her children love what she does and have volunteered for the organization.
After creating the first neighborhood, Barrington Village, Builders of Hope has created many more, often getting municipal or federal funding to do the retrofits. Houses are sold below market rates to encourage mixed income housing. BOH keeps costs low, managing to renovate derelict homes for $79 to $100 per square foot ? and keeping 65% of the original structure. The City of New Orleans called on the group to rescue 74 houses from the site of a future hospital, and the homes were placed in neighborhoods ruined by Katrina. Builders of Hope?s work has been recognized with an award from the National Housing Conference for ?Pioneering Housing Strategies.?
As well as housing the unhoused, Builders of Hope does more good ? environmentally and socially.
It brings environmental building to the masses with ?Extreme Green Rehabilitation,? a patent-pending construction process. When restoring derelict housing, the non-profit uses green-building strategies, including adding insulation and using passive solar orientation, energy efficiency and low VOC paint. Hardwood floors are restored. Not only does this improve indoor air quality, but houses that have undergone ?Extreme Green Rehabilitation? produce half as much carbon dioxide per unit as traditional new construction, according to a study by North Carolina State University.
Builders of Hope also runs Hope Works, a job-mentorship program for hard-to employ men and women ? ex-offenders, former addicts and the like. The participants work on construction sites and learn in-demand construction skills. One of the participants has worked with the group ever since its founding.
Soon, Welsh?s group will be doing urban renewal on a much bigger scale; last week it announced the Upcycle Program which will turn foreclosed and vacant property into affordable rental housing nationwide ? all of which will be made possible with a $100 million private investment. It will be working in partnership with national nonprofit the National Community Stabilization Trust.
Builders of Hope creates entire new neighborhoods and helps create community with homeowner associations and covenants, as well as training people how to hold office in an associations. Then of course, each neighborhood kicks off with a picnic to join the residents of mixed race and ages; says, Welsh, ?It?s cool to see everyone come together.?? The community building continues: the first resident of Barrington Village now sits on the board of Builders of Hope.
In places where there had been prostitution and violence Welsh says, ?By the time we?re finished, it will get down to a few incidents per quarter. It?s amazing how giving people safe healthy homes will give them something to protect. It changes their lives and the whole community.?

Stocks advance, set for best quarter in years

Stocks were moving higher Friday after a string of declines, with equities on track for their strongest quarter in more than two years.
The S&P 500 has fallen for three straight days but remains up 2.8 percent in March and up almost 12 percent for the first quarter. If could be the best start to the year since 1998 and the index's best quarter since the third period of 2009.
"We've had three days of declines, so it isn't surprising to see a bounce today, especially on the last day of the quarter, but the data shows that while the economy is on a decent trajectory, growth may not be as strong as some would like," said Wayne Kaufman, chief market analyst at John Thomas Financial in New York.
In economic news, a report showed consumer confidence rebounded to its highest level in more than a year in March as optimism about jobs and income overcame higher prices at the gasoline pump.
Also, U.S. consumer spending in February increased by the most in seven months, even as personal income rose modestly, which could prompt analysts to scale back expectations of a sharp pullback in growth this quarter. Equities barely moved after the data.
Some analysts look for a market pullback in the second quarter after the strong early run as investors seek confirmation the economic recovery will not stall.
Tech shares, which have surged 21.5 percent this quarter, are seen as vulnerable, especially if Apple Inc pulls back. The tech titan is up 51 percent over the same period.
Research in Motion Ltd late Thursday reported its first quarterly loss since 2005 and said it would no longer issue financial forecasts, prompting analysts to cut their price targets on the stock. U.S.-listed shares rose 1.5 percent to $13.93 in premarket trading, rebounding from earlier declines.
Verizon Communications Inc plans an integrated video service for its wireless customers as soon as this holiday season, its chief executive told the Wall Street Journal. Shares of the Dow component rose 0.6 percent to $38.30 before the bell.
The Dow managed a slim gain on Thursday while the S&P 500 and the Nasdaq shook off most of their earlier losses to end slightly lower as investors bought blue chips that have been rallying throughout the quarter.

PHILADELPHIA (CBS) ? This time of year many people are thinking of doing some remodeling. Updating things like your kitchen or bathroom can actually be a smart investment. But in this week?s Angie?s List, Jim Donovan shows you why you need to be smart when it comes to doing any upgrades.
Remodeling your kitchen or bathroom won?t just make your home look nicer, it can be a great investment too.
?But the key here is not overdoing it, but keeping up with the Jones?s. So if you?re the only house in the neighborhood without granite countertops then it makes sense to add them, if you?re not, skip out on that extra,? said Angie?s List founder, Angie Hicks.
The best way to make sure your home improvement job goes smoothly, make a clear plan.
?Plan ahead. Lay out your budget. Have ideas ahead of time and then communicate with your contractor regularly. That starts with the estimate, documenting in the contract, all the way through the entire project,? said Hicks.
Any major renovation can end up being very expensive so be smart when it comes to arranging payments.
?The one thing consumers should remember is that the payment schedule on a remodel job is a negotiable item. Be comfortable with how the payments are going to work. Typically what happens is payments are tied to certain hurdles. Make sure you hold back money at the end until you are completely, 100 percent satisfied before you make your final payment,? said Hicks.

There are a number of routes you can go when remodeling your kitchen and bathroom ? from simple items such as replacing a fixture or floors ? to a complete remodel that includes expanding the size of the room. Where you live, material selections, and the scope of the work are all factors that determine costs and can make a difference in your budget.
Angie?s List tips: How to hire the right remodeling contractor:
Know what you want: Before you begin talking with contractors, read remodeling magazines, search the Internet for designs and materials and put your ideas on paper to give potential contractors a better sense of your expectations.
Get estimates: Get at least three written estimates to review. Make sure the estimates include the same things so you?re comparing apples to apples. Never hire on price alone.
Do your research: Check out contractors in your area using Angie?s List and talking to your neighbors. Ask for references from your potential contractors and call those customers. Try to get a customer who?s been in the remodeled home for several months so you can see how the work has held up.
Require proof of proper license, certification and insurance: if your contractor can?t show that, get another one no matter how nice he or she seems. If your home is older than 1978 your contractor must be certified in lead safe practices ? ask for that documentation as well.
Working with a General Contractor (GC): Get everything in writing from the GC, including the names of the subcontractors and suppliers. Ask your GC to provide lien waivers that show subcontractors and suppliers have been paid. Stay in touch with the subcontractors and make sure they?re being paid on time. If possible, make checks out to both the contractor and subcontractors or suppliers, requiring two signatures to cash.
Read the contract BEFORE you sign: Make sure the job details, warranty, payment terms and penalties for not completing work are spelled out in your contract. Documentation is often the best ammunition you have if things go wrong.
Paying for the project: Expect a minor kitchen remodel to cost about $20,000 and a minor bathroom remodel around $10,000. Never pay the full cost of a project up front. Your payment schedule should be clearly spelled out in your contract. Tie payment plans to the job?s progress. Most contractors will ask you to pay a portion of the project upfront ? which is OK ? but you can negotiate that down payment. Hold back the final payment until you?re satisfied with the work.
Communicate with your contractor: Every project is going to have something unexpected pop up. To get the most cost-effective work out of your tradespeople, outline the scope of your project and establish a budget in advance. Make sure you are communicating your wants and needs directly with the contractor overseeing the project.
Prepare for the stress/mess of a remodel: Regardless of size, all projects will include unexpected issues that may cost more or delay completion. Be prepared for stress as the project stretches on, work crews enter your home, materials may pile up, or you might have a few days without a working kitchen/bathroom.

SAO PAULO (AP) -A Palmeiras fan was declared brain dead on Tuesday, the second casualty from a confrontation involving nearly 500 people from rival groups last weekend.
The Sao Camilo hospital said the 19-year-old fan remains on a ventilator but will not recover after receiving head injuries in the fighting on Sunday. His name was not immediately released by the hospital.
On Sunday, 21-year-old Palmeiras supporter Andre Alves died after being shot in the head in the confrontation. Two other fans remain hospitalized, a 17-year-old with head injuries and a 23-year-old who was shot in the hip and needed surgery.
The announcement that the fan was brain dead came as authorities decided to close the headquarters of the rival fan groups involved in the fighting - Palmeiras' Mancha Verde and Corinthians' Gavioes da Fiel. The Sao Paulo state football federation indefinitely banned them on Monday from entering stadiums.
Authorities seized computers and other material that could bring more information about those involved in the fight, and detained several members suspected of participating in the confrontation. Iron bars and other possible weapons used in the brawl were also seized.
Police said one of Alves' brother, a vice president at the Mancha Verde, was shot in the leg during another fight last year.
The confrontation on Sunday raised concerns about escalating fan violence in Brazil, and authorities said they will have to take action to keep the fighting from spreading with the country staging the 2014 World Cup. Corinthians' stadium will host the World Cup opener in 2014.
"We are against this type of violence because everybody loses," said former Palmeiras player and current club director Cesar Sampaio, who attended Alves' funeral on Monday. "We have to take a stance to try to put an end to this right now."
There hadn't been a death linked to fan violence in Brazil since early last year, when a Corinthians supporter was killed after reportedly being ambushed by Palmeiras fans. Police believe Sunday's fight came in retaliation for that death, and Palmeiras supporters are already using social media networks to say they will avenge this weekend's killing.
Police were investigating reports that Sunday's fight was set up on the Internet. The Mancha Verde released a note saying the group was ambushed by the Corinthians supporters, but the Gavioes da Fiel denied the allegations.
The fans used iron bars, pieces of wood and rocks in the confrontation which lasted several minutes until riot police arrived to intervene. It happened several hours before the match between Corinthians and Palmeiras, several kilometers from the stadium.
There had been few incidents involving fan groups in the past few years, but several have been reported in recent months, including some between Corinthians and Palmeiras fans.
About a week ago, a 28-year-old fan of small club Guarani died from head injuries after fighting with Ponte Preta supporters in the city of Campinas, about 100 kilometers (60 miles) from Sao Paulo.
The death prompted authorities to ban the teams' fan groups from stadiums. The same measure was taken by authorities in the northeastern city of Salvador because of recent incidents involving Bahia fans. There were also fights in Goias state and in Rio de Janeiro recently.
Other South American nations have had to deal with fan violence. One man was killed and dozens were injured in two separate incidents in Colombia earlier this month.

Extreme weather of last decade part of larger pattern linked to global warming
ScienceDaily (Mar. 25, 2012) ? The past decade has been one of unprecedented weather extremes. Scientists of the Potsdam Institute for Climate Impact Research (PIK) in Germany argue that the high incidence of extremes is not merely accidental. From the many single events a pattern emerges. At least for extreme rainfall and heat waves the link with human-caused global warming is clear, the scientists show in a new analysis of scientific evidence in the journal Nature Climate Change. Less clear is the link between warming and storms, despite the observed increase in the intensity of hurricanes.
In 2011 alone, the US was hit by 14 extreme weather events which caused damages exceeding one billion dollars each -- in several states the months of January to October were the wettest ever recorded. Japan also registered record rainfalls, while the Yangtze river basin in China suffered a record drought. Similar record-breaking events occurred also in previous years. In 2010, Western Russia experienced the hottest summer in centuries, while in Pakistan and Australia record-breaking amounts of rain fell. 2003 saw Europe?s hottest summer in at least half a millennium. And in 2002, the weather station of Zinnwald-Georgenfeld measured more rain in one day than ever before recorded anywhere in Germany -- what followed was the worst flooding of the Elbe river for centuries.
A question of probabilities
"The question is whether these weather extremes are coincidental or a result of climate change," says Dim Coumou, lead author of the article. "Global warming can generally not be proven to cause individual extreme events -- but in the sum of events the link to climate change becomes clear." This is what his analysis of data and published studies shows. "It is not a question of yes or no, but a question of probabilities," Coumou explains. The recent high incidence of weather records is no longer normal, he says.
"It?s like a game with loaded dice," says Coumou. "A six can appear every now and then, and you never know when it happens. But now it appears much more often, because we have changed the dice." The past week illustrates this: between March 13th and 19th alone, historical heat records were exceeded in more than a thousand places in North America.
Three pillars: basic physics, statistical analysis and computer simulations
The scientists base their analysis on three pillars: basic physics, statistical analysis and computer simulations. Elementary physical principles already suggest that a warming of the atmosphere leads to more extremes. For example, warm air can hold more moisture until it rains out. Secondly, clear statistical trends can be found in temperature and precipitation data, the scientists explain. And thirdly, detailed computer simulations also confirm the relation between warming and records in both temperature and precipitation.
With warmer ocean temperatures, tropical storms -- called typhoons or hurricanes, depending on the region -- should increase in intensity but not in number, according to the current state of knowledge. In the past decade, several record-breaking storms occurred, for example hurricane Wilma in 2004. But the dependencies are complex and not yet fully understood. The observed strong increase in the intensity of tropical storms in the North Atlantic between 1980 and 2005, for example, could be caused not just by surface warming but by a cooling of the upper atmosphere. Furthermore, there are questions about the precision and reliability of historic storm data.
Overall, cold extremes decrease with global warming, the scientists found. But this does not compensate for the increase in heat extremes.
Climatic warming can turn an extreme event into a record-breaking event
"Single weather extremes are often related to regional processes, like a blocking high pressure system or natural phenomena like El Ni?o," says Stefan Rahmstorf, co-author of the article and chair of the Earth System Analysis department at PIK. "These are complex processes that we are investigating further. But now these processes unfold against the background of climatic warming. That can turn an extreme event into a record-breaking event."

PST: Revolution get much-needed win over Timbers
Man of the match:?Winless in two games, the Revolution badly needed some early success to blow up their balloon of confidence. New Revs? striker Saer S?ne provided the very antidote around Gillette Stadium, striking on a glancing header just 28 seconds in Saturday. Portland had plenty of chances, but couldn?t do what Sene did so early and efficiently for the home side.

- The supporters who did show for Saturday?s 1-0 win up saw some very encouraging signs. Remember, this is a guy who can and has played at striker for the Revs ? and surely remains one of the league?s premier holding midfielders, his natural spot.
- On a couple of instances inside the Revolution penalty area, Joseph did no less than Geoff Cameron did last night to Patrick Ianni on the instance that earned a Sounders? penalty kick. Still, ?you play the game you?re in,? as coaches like to tell players, and in this one it wasn?t a penalty kick.
- Portland?s attack will get goals this year, but there are still problems along the outside in defense. Most preseason assessments called left back Rodney Wallace and right back Lovel Palmer the weak links going into 2012, and neither has done much to change anyone?s mind. Neither will remember a Saturday as Gillette Stadium as anything shout about.
- Jay Heaps, the second-youngest MLS coach (and not by much), recorded his first win as man in charge. That?s gotta mean a lot to the longtime Revolution defender, who took the top spot this year with full knowledge that a learning curve would be ahead. In fact, everyone can see that. But patience runs out fast, and nobody wants to hear about learning curves when it starts getting really hot in the kitchen. And 0-3 (where the Revs would have been if they had lost Saturday) would already be a mighty hot kitchen. Bottom line: it doesn?t matter than it was a close one, with some steady goalkeeping required of Matt Reis at the end. The Revs had to have this one.

Gov. Andrew Cuomo will send a team of officials from at least six agencies ? including the departments of State, Labor, Taxation and Finance as well as Empire State Development, State Liquor Authority, and the Workers Compensation Board ? to every region of the state to talk about rules and programs intended to help small businesses.
The program is a subset of the state?s economic development efforts; it?s dubbed NY Open for Business. One of the first sessions will be held in the Capital Region on 6 p.m. Wednesday, April 4, at Schenectady County Community College, 78 Washington Avenue in Schenectady.
?This program is all about creating jobs because when small businesses do well, New York does well,? Cuomo said in a statement. ?It so important for us to get out of the office and go into communities to see how we can help anyone who wants to start, grow or improve a business and that?s what this program will do.?
The workshops held in each region will be conducted in conjunction with local chambers of commerce. Representatives from the agencies will provide opportunities for business owners to speak to them after the main presentation and will direct them to state programs and services. The program will begin with workshops in Utica and Schenectady and will continue throughout the spring and summer months.
Many business owners have contacted the state with questions about regulations, licenses and practices. Some of the topics the seminars will cover include: starting a business and adhering to regulatory timelines; how to obtain and file tax forms; first steps for hiring employees; and, how to become certified as an MWBE.
? Assemblymember Felix Ortiz, Chairman of the Puerto Rican and Hispanic Task Force, said, ?Small business growth and development is a critical issue in the Hispanic community in New York State. FACT CHECK: More US drilling didn't drop gas price
WASHINGTON (AP) ? It's the political cure-all for high gas prices: Drill here, drill now. But more U.S. drilling has not changed how deeply the gas pump drills into your wallet, math and history show.
A statistical analysis of 36 years of monthly, inflation-adjusted gasoline prices and U.S. domestic oil production by The Associated Press shows no statistical correlation between how much oil comes out of U.S. wells and the price at the pump.
If more domestic oil drilling worked as politicians say, you'd now be paying about $2 a gallon for gasoline. Instead, you're paying the highest prices ever for March.
Political rhetoric about the blame over gas prices and the power to change them ? whether Republican claims now or Democrats' charges four years ago ? is not supported by cold, hard figures. And that's especially true about oil drilling in the U.S. More oil production in the United States does not mean consistently lower prices at the pump.
Sometimes prices increase as American drilling ramps up. That's what has happened in the past three years. Since February 2009, U.S. oil production has increased 15 percent when seasonally adjusted. Prices in those three years went from $2.07 per gallon to $3.58. It was a case of drilling more and paying much more.
U.S. oil production is back to the same level it was in March 2003, when gas cost $2.10 per gallon when adjusted for inflation. But that's not what prices are now.
That's because oil is a global commodity and U.S. production has only a tiny influence on supply. Factors far beyond the control of a nation or a president dictate the price of gasoline.
When you put the inflation-adjusted price of gas on the same chart as U.S. oil production since 1976, the numbers sometimes go in the same direction, sometimes in opposite directions. If drilling for more oil meant lower prices, the lines on the chart would consistently go in opposite directions. A basic statistical measure of correlation found no link between the two, and outside statistical experts confirmed those calculations.
"Drill, baby, drill has nothing to do with it," said Judith Dwarkin, chief energy economist at ITG investment research. Two other energy economists said the same thing and experts in the field have been making that observation for decades.
The statistics directly contradict the title of GOP presidential candidate Newt Gingrich's 2008 book "Drill Here, Drill Now, Pay Less," as well as the campaign-trail claims from the GOP presidential candidates.
Earlier this month, GOP front-runner Mitt Romney said of his solution to higher gas prices: "I can cut through the baloney ... and just tell him, 'Mr. President, open up drilling in the Gulf, open up drilling in ANWR (the Arctic National Wildlife Refuge). Open up drilling in continental shelf, drill in North Dakota, drill in Oklahoma and Texas.'"
On Wednesday, with President Barack Obama traveling to oil and gas production fields on federal lands, Crossroads GPS, a nonprofit arm of a super PAC supporting GOP candidates, released a new ad to air in the same states that Obama was visiting. It accused Obama of restricting oil development in America and concludes "bad energy policies mean energy prices we can't afford."
The late 1980s and 1990s show exactly how domestic drilling is not related to gas prices.
Seasonally adjusted U.S. oil production dropped steadily from February 1986 until three years ago. But starting in March 1986, inflation-adjusted gas prices fell below the $2-a-gallon mark and stayed there for most of the rest of the 1980s and 1990s. Production between 1986 and 1999 dropped by nearly one-third. If the drill-now theory were correct, prices should have soared. Instead they went down by nearly a dollar.
The AP analysis used Energy Department figures for regular unleaded gas prices adjusted for inflation to 2012 dollars, oil production and oil demand. The figures go back to January 1976, the earliest the Energy Department keeps figures on unleaded gas prices. Phil Hanser, an economist and statistician at the energy consulting firm The Brattle Group; University of South Carolina statistics professor John Grego; New York University statistics professor Edward Melnick and David Peterson, a retired Duke University statistics professor, looked at the analysis, ran their own calculations, including several complicated formulas, and came to the same conclusion.
When U.S. production goes up, the price of gas "is certainly not going down," Melnick said. "The data does not suggest that whatsoever."
The calculations "help make the point that U.S. production and demand have little to do with the price of gasoline in the U.S., and lend support to the notion that there is not a great deal we in the U.S., acting alone, can do to affect the price of gasoline," Peterson wrote in an email. He pointed out that Energy Department figures show that gas prices in the U.S. seem to rise and fall similarly to gas prices in Europe, showing that it has little to do with American drilling.
And that's the key. It's a world market, economists say.
Unlike natural gas or electricity, the United States alone does not have the power to change the supply-and-demand equation in the world oil market, said Christopher Knittel, a professor of energy economics at MIT. American oil production is about 11 percent of the world's output, so even if the U.S. were to increase its oil production by 50 percent ? that is more than drilling in the Arctic, increased public-lands and offshore drilling, and the Canadian pipeline would provide ? it would at most cut gas prices by 10 percent.
"There are not many markets where the United States can't impose its will on market outcomes," Knittel said. "This is one we can't, and it's hard for the average American to understand that and it's easy for politicians to feed off that."
If drilling activity rises around the globe for a sustained period of time, gasoline prices can fall as that new supply eventually finds its way to market, but the U.S. can't do it alone, oil analysts say.
Politicians ? especially those in the party that's not occupying the White House ? have long harped on high gas prices when expedient. Then-Sen. Barack Obama said in 2008, when he was running for president, that "here in Ohio, you're paying nearly $3.70 a gallon for gas, 2-1/2 times what it cost when George Bush took office."
But Obama, who has seen gas prices go up 73 percent since he took office, was singing a different tune last week in his weekly radio address: "The truth is: The price of gas depends on a lot of factors that are often beyond our control. Unrest in the Middle East can tighten global oil supply. Growing nations like China or India adding cars to the road increases demand. But one thing we should control is fraud and manipulation that can cause prices to spike even further."
The political party of the president doesn't seem to matter to the price at the pump either. Since 1976, the average monthly gas price, adjusted for inflation, during Democratic presidencies has been $2.25; under Republicans it's been $2.34. Obama had the steepest monthly average at $3.05 and Bill Clinton the cheapest at $1.68.
When Bush and running mate Dick Cheney campaigned in 2000, they argued that as oil executives they could get oil prices down, with Bush saying, "I would work with our friends in OPEC to convince them to open up the spigot, to increase the supply."
Yet it was during the last few months of Bush's term in 2008 that gas prices hit their highest: $4.27 when adjusted for inflation.

Tampa Real Estate, Best Tampa Neighborhoods, Boca Restaurant ...
I have been driving past Boca, in the old Smoke space on Platt St. Happy to see ?Smoke? evaporate(you can find that review here, too), I was looking forward to a new look AND a much better menu.
I made reservations for lunch and was joined by my favorite ?foodie? friend, which always an epicurean adventure of multiple courses! Thankfully, they have enclosed the outdoor patio, so the space itself is much roomier AND air conditioned. We were promptly greeted by Erika, who, truly, ranks among the ?rock stars? of wait staff. She was beyond attentive and, by the time we got to dessert, I think she was ?reading our minds?. More on that later?
We decided to share one of the Flatbreads as a first course and my friend wanted one with the Burrata Cheese, so we ordered the So-Cal?Spicy Tomato Jam, Tomato, Burrata Cheese and Basil Pesto. The toppings were absolutely the freshest, but the crust was a little tough and it needed some salt. No salt and pepper on the table, is one of my pet peeves, but Erika promptly brought us some fresh sea salt and pepper. ** Note to all restaurants**?please put salt and pepper on the table!
Our Entrees were the Steak & Egg Salad and one of the day?s special?s an Oyster PoBoy with Homemade Chips. I like my steak to ?moo? and my eggs to ?cheep?, or they are too well done. I am very specific when I place an order and the kitchen delivered the dish perfectly?Grilled Flank Steak, Grilled Radiccio and Frisee Greens with a fresh fried egg and a blue cheese crumble vinaigrette, all done with the appropriate ?rareness?. It was fabulous?and HUGE!
Not a fan of Oysters, I had to trust my friend when she showered praise on her PoBoy, especially the house-baked Ciabbata bread and fresh horseradish on the side. Now, really full, but what?s a food review without dessert, right? In deciding to ?share?, we were discussing our options in front of Erika and had narrowed it to Hot Chocolate Truffle ?Bon Bons? with Strawberry Fields Cream or The Homage to Ybor?a red apple cobbler with dolce de Leche Ice Cream, Nutella Ganache and smoke Coconut Crumb. We never actually ?told? Erika what our choice was, but she overheard me discuss my aversion to Strawberry(and only Strawberry) Ice Cream and placed our order for the Homage to Ybor. Great service!
Upon exiting, we were greeted by the chef, Chad McColgin, who took our ?flatbread? critique very well and we chatted about our enjoyable dining experience. We left with a basket of assorted, locally grown tomatoes, as Boca Kitchen Bar is also a ?market? for some of produce and unique products made in-house.
I can?t wait to head back to Boca for dinner!
